Learning from Others

The authorities learned from the mistakes witnessed during the American presidential campaign: disdain for and benign neglect of disinformation campaigns, reluctance to address and frame the hacking of the DNC, a delayed response, to name some facets. In January 2017, French Defense Minister Jean-Yves Le Drian acknowledged that “our services have the necessary exchanges on this subject, if only to draw lessons for the future”.18

Relying on the Relevant Actors

Two bodies played a crucial role. First, the National Commission for the Control of the Electoral Campaign for the Presidential Election (CNCCEP), a special body set up in the months preceding every French presidential election and serving as a campaign watchdog. Second, the National Cybersecurity Agency (ANSSI), whose mission was twofold: to ensure the integrity of electoral results and to maintain public confidence in the electoral process. In addition, the campaign managers were quick to reach out to law enforcement and reporting the hack. As a consequence only hours after the initial dump and just as the leak was underway, the public prosecutor’s office in Paris opened an investigation.
